Is KTR supporting Hindutva ideology?

Usually, Telangana IT Minister K Taraka Rama Rao would greet prominent Leaders by offering a bouquet or handloom clothes. To everyone's surprise, He offered a replica of Cow to newly-appointed Defense Minister Nirmala Sitharaman.
BJP Leaders treat Cow as Gomatha & they offer utmost importance for their protection. Even Cows were worshipped by those who follow the Hindutva ideology.
Interestingly, KTR interacted with Union Ministers Suresh Prabhu, Smriti Irani & Ashok Gajapathi Raju before meeting Nirmala Sitharaman. While the IT Minister offered only bouquets for the trio, He presented a cow replica to the new Defence Minister apart from the bouquet. What does that mean? Has KTR did this gesture just out of respect or for getting more defense projects for his state? or Whether KTR is moving close to BJP in the best interest of Telangana state?
