For many, Prime Minister Narendra Modi's sixth address to the nation since March 18, was a disappointment. Many people expected Modi to speak on Chinese attacks, Chinese app ban or even the extension of lockdown. But, Modi spoke about extending Pradhan Mantri Garib Kalyan Anna Yojana till November end in view of the festive season.

But, political pundits said that Modi's speech was politically loaded and carefully timed. They say that Modi's message was clearly directed towards the poor and the marginalised and had Bihar at heart. His extension of the Garib Kalyan Anna Yojana, which includes provision of Rs 500 per month, five kg of either rice or wheet, one kg of Dal, is directed at Bihar's poor migrants. Modi also added Chana Dal (Bengal Gram) to the diet and this is an essential component of Sattu, the staple of poor Biharis. While mentioning several festivals lined up in the days to come, he specifically mentioned Chat Pooja, which is a major festival of the Bihari rural masses. Not just that, he called the festival 'Chat Mateswari'. All these are directed at wooing rural masses in Bihar.

Bihar will soon go to polls and Nitish Kumar's Janata Dal United and the BJP are fighting in alliance and are against the Congress and the RJD. It is with an eye on Bihar polls that Modi spoke specifically about these Bihar-related issues.
