How Could Modi & Shah Justify It?

BJP Chief Amit Shah questioned how can Union Government sanction fund for construction of AP Capital City Amaravati if it's Master Plan is still with Singapore. He went on to say Centre isn't funding the construction of any city including those in PM's home state Gujarat.
However, The comments made by Amit Shah seems to be far away from the reality. Centre sanctioned Rs 3000 crore for Dholera SIR Smart City Project in Gujarat. This is a sub-project of Delhi-Mumbai Industrial Corridor (DMIC). While Gujarat Government holds 51 percent stake in the project, Centre have 49 percent stake. A Special Purpose Vehicle is being created for the funding of this project.
While AP which don't even have a capital gets only Rs 2,200 crore for Amaravati construction, Rs 3,000 crore was allotted for a new city in Gujarat. How could Narendra Modi and Amit Shah justify their actions? Is this how they treat a state with deficit budget?
