Why JFC? Isn't RTI Application More Than Enough?

Pawan Kalyan succeeded in bringing intellectuals under one platform through Joint Fact Finding Committee (JFC). Making Jayaprakash Narayan, Undavalli Arun Kumar, IYR Krishna Rao, Bureaucrats and Social Activists a part of the committee brought credibility to it. JFC began an exercise to find out whether Centre provided financial assistance to Andhra Pradesh as promised. After judging who is right and who is wrong based on the statistics, A deadline will be set for either Centre or State Government to fulfill the promises.
Why Pawan Kalyan need to do all of this exercise when an RTI Application to Centre and TDP Government is more than enough? Can this committee avail more information than what an RTI query could fetch is a million dollar question.
Every common man knew Centre isn't doing anything specially for AP mostly because TDP claims credit for whatever benefits extended to the people. AP BJP Leaders had kept reporting to their Leadership about the hurdles caused by TDP Government to suppress the National Party. On the other hand, CM Chandrababu Naidu didn't dare to question the centre over the injustice being done for reasons best known to him.
In this situation, How much time would JFC take to wrap up the whole exercise. If the panel holds State Government guilty along with Centre, Will Pawan Kalyan end ties with TDP?
