Central Government's general administration department's queries are said to be delaying the inter-cadre deputation of police officer Stephen Ravindra. Stephen Ravindra, who is currently on leave in Telangana, will have to report back to Telangana cadre by July 9 as his 45-day leave period ends. His file has not been cleared by the Central Government. So, there is a great confusion in the AP police administration. In fact, AP CM Jagan Mohan Reddy wanted Stephen Ravindra as his intelligence chief. Though KCR is willing to hand him over, the Central Government is keeping the file pending. It does not want Stephen Ravindra's case to be a precedent for other officers seeking inter-cadre deputation.

Also pending are the applications of two IAS officers Dharma Reddy and Sri Lakshmi. Both are seeking deputation to Andhra Pradesh. But, the administration in Telangana is not said to be ready with obliging them.

Stephen Ravindra, a 1999 batch officer, is known to be a no-nonsense officer who minds his work. YS Jagan Mohan Reddy has zeroed in on him for the intelligence chief's post. Both Sri Lakshmi and Dharma Reddy have applied to go on deputation to Andhra Pradesh, even though they are from the Telangana cadre. Sri Lakshmi was principal secretary, mines and geology department during YSR's regime and was later arrested for her alleged role in the Obulapuram Mining case.
