Inspite of then Prime Minister Manmohan Singh offering an assurance in the floor of the House, Centre denied justice to Andhra Pradesh citing 14th Finance Commission has recommended not to accord Special Category Status to any of the Indian State. Even Finance Minister Arun Jaitley and former Urban Development Minister M Venkaiah Naidu kept repeating the same statement again and again.
However, 14th Finance Commission chairman YV Reddy refuted the claims of Centre in the past itself. And now, Another member of the Commission (M Govinda Rao) condemned the statement issued by Central Government.
M Govinda Rao made it clear never did 14th Finance Commission referred to the issue of desirability or of according special category status in it's report. He told blaming Finance Commission for the inability to accord Special Status to AP is clearly misleading. Mr.Rao stressed that according Special Status or not is totally an executive decision and it has got nothing to do with either Constitution or Finance Commission.
