Just 35 out of 543 MPs in the country made 100 percent utilisation of the MPLADS Funds provided by the Union Government since 2014. While 10 MPs of them have been from West Bengal, Remaining 25 MPs are from UP, Gujarat and Haryana. None of the South Indian MPs in the 16th Lok Sabha were able to use the full MPLADS.
Each MP receives Rs 5 crore per year in Two Instalments as MPLADS for development works in their constituencies. Next instalment will be released after the submission of utilisation certificate. About Rs 25 Crore will be provided in a span of 5 years term for every Parliamentarian. Since 2004, As much as Rs 12,000 crore of MPLADS remained unutilized.
During the discussion in Lok Sabha, Former Union Minister Anbumani Ramadoss opined itâs not possible to complete a project and get utilisation certificate within a year.
Union Government is contemplating on changing the pattern of MPLADS from two instalments in an year to one instalment per year. Measures have been taken to speed up the process of allocation of funds.
