Actually, Atal Bihari Vajpayee constituted a GST Committee in 2000 when he was PM. CPM Leader & then West Bengal Finance Minister Asim Dasgupta was appointed as the head of this panel. Vajpayee personally requested West Bengal CM to spare Asim Dasgupta for the new job.
Manmohan Singh refused to remove Asim Dasgupta as the head of GST Committee during UPA-I because of the faith he had in his ability. The former PM even appointed him as head of another committee to structure GST Bills. Asim Dasgupta's contribution for GST till he was replaced by then Kerala Finance Minister KM Mani can't be ignored. He held consultations with State Governments, Industry Players and Financial Institutions to collect their viewpoints for achieving an acceptable 'One Nation-One Tax' regime.
