CAG exposes irregularities in Pattiseema Project

Estimated cost of Pattiseema Lift Irrigation Scheme (PLIS) as on March 2015 is Rs 1,170.25 crore. Megha Engineering & Infrastructures Ltd Hyderabad bagged the contract for Rs 1,427.70 crore which is an excess of around 21 Percent. Finally, The project was completed with Rs 1,600 crore.

The Controller and Auditor General (CAG) exposed the irregularities in the Pattiseema Lift Irrigation Scheme (PLIS). It disclosed that the life of Pattiseema project is just 3 years as AP Government is keen to run it only till the completion of Polavaram Project in 2019.

CAG Report: 'Awarding the contract for higher premium & relaxation of premium on tender premium resulted in additional burden of Rs 199 crore. Another Rs 138.18 crore expenditure by changing the construction methodology could have been avoided. Reimbursement of Labour Welfare Cess in an improper manner benefitted the contractor by up to Rs 14.22 crore. Just 11 out of 24 pumps of Pattiseema Project were operational during floods from July to September 2016. The life of the project was project as 20 years but it lasts for only 3 years'.
