Man left bleeding on road for 30 Minutes

Update: 2016-01-18 15:55 GMT
A man was left bleeding on a busy road in Kerala's capital Trivandrum for about 30 minutes. Inspite of arriving at the spot soon after the accident, Police waited for so long for the ambulance to shift the person to the hospital.

The man lying on the road in the above picture was hit by a speeding vehicle, belonging to the Vikram Sarabhai Space Centre, at East Fort in Trivandrum. Injury was serious as the vehicle ran over the person's legs but no one tried to rush him to the hospital immediately. It was only half-and-hour after the incident took place, An ambulance arrived to shift him to the hospital where he was proclaimed dead.

CI Satheesh Kumar defended police inaction by saying the person's legs were badly injured and shifting him with a stretcher would have been very dangerous.

Could this incident be seen as a sheer negligence of Kerala police? At least, They might have saved the man from dying had if he was taken to the hospital quickly.
