Actually, Air India's Boeing 747 plane didn't lower its landing gear even while before landing in Moscow. The crew have done so only after the warning lights flashed in the cockpit and the Moscow Air Traffic Control informed them that the wheels of the aircraft weren't down.
As per the Flight Data Recorder (FDR), PM's aircraft flew below the electronic glide slope for sometime until necessary measures were taken for safe landing.
Pilots opine that the landing gear might have been brought out lately to keep the flight as quiet as possible for Prime Minister. Soon after the wheels were brought out, It gets dragged and more noise would be produced. Hence, the late introduction of landing gear.
