As per the newly amended All India Services (Discipline and Appeal) Amendment Rules, 2015, Prime Minister's approval is a must for suspension of any IAS Officers working under the Central Government.
The revised rules say IAS Officer can be suspended if recommended by the Central Review Committee after an approval from Minister-in-Charge of the Department of Personnel and Training (DoPT). Whereas, Department of Personnel and Training is headed by Prime Minister Narendra Modi.
New Amendments is a measure taken to protect Civil Servants including IAS, IPS & IFoS from political pressures in the states they were posted. Soon after a Civil Servant is placed under suspension, Government of India will be informed about it within 48 hours and copy of suspension order will be forwarded to Cadre Control Authority. Even the period of suspension of an IAS Officer has been reduced to 2 months from existing 3 months.
