An elderly man who is a native of Vasai in Maharashtra and his brother went to the tehsildar office to obtain their Mother's Ration Card. The duo asked the Lady Officer to issue the Ration Card immediately and then threatened to strip if she didn't fulfill her wish. One of the two stripped and made indecent gestures at the officer in charge.
