Why did water war erupt between AP and Telangana?

Why did the water war suddenly erupt between otherwise friendly Andhra Pradesh and Telangana? Both the CMs have lot of goodwill and respect for one another and have a deeper understanding of each other's concerns. But, all of this changed suddenly. The Telangana government is raising the issue of Rayalaseema lift irrigation, while AP is questioning the eight LI schemes that Telangana is planning on Godavari. Why this sudden confrontation?

Interestingly, both the CMs had already resolved that going to the tribunals and central boards for arbitration is of no use and that they would sit across the table and sort out the issues. So, the present confrontation is actually a fixed match, according to analysts. They feel that they want to put a rising BJP on the mat by raking up the water-sharing issue. The BJP, which has its presence in both the states, will have to speak in two tones. The AP unit will have to support the Andhra cause, while the Telangana unit will have to speak for T concerns. Thus the party would be caught in a cleft stick in both the states. This issue is coming ahead of the Huzurabad elections and is definitely going to put Eatala Rajender in a spot of bother.

Also, this will inconvenience YS Sharmila. She can neither support her brother and AP CM YS Jagan Mohan Reddy nor can she oppose him. Similarly, she has to support the Telagnana cause as her interests are tied up with Telangana, but cannot go against Andhra Pradesh. The Congress in Telangana too would find itself in an uncomfortable position. This seems to be the game-plan.
