Why Palanisamy's Swearing-in got delayed?

Update: 2017-02-15 13:19 GMT
Within hours after her conviction in the disproportionate assets case, VK Sasikala Natarajan appointed Palanisamy as AIADMK General Secretary and made him the leader of legislative party. Palanisamy met Tamil Nadu Governor Ch Vidyasagar Rao on Tuesday evening at 5.30 PM to stake claim for forming Government.

A resolution declaring him as the new leader of legislative party was submitted to Governor. However, It doesn't have the signatures of all the MLAs. As a result, Governor didn't invite him for either floor test or swearing-in ceremony so far.

Attorney General Mukul Rohatgi advised Tamil Nadu Governor Vidyasagar Rao to conduct a floor test within one week.

Vidyasagar Rao, however, will wait until Palanisamy submits the signatures of at least 118 MLAs or more. If Sasikala's nominee was able to provide the sufficient number of signatures, Government would invite him for swearing-in ceremony and then ask him to prove his majority on the floor of the House.
