Can Any of The Tier-2 Stars Enter Tier-1 Range Soon?

Nobody used have the market that challenges Chiranjeevi, Balakrishna, Nagarjuna and Venkatesh. Their films used to run for 50 days in major centres, even if they failed.
Jagapathi Babu, Srikanth, Suman and Dr. Rajasekhar had minimum 2 weeks market during their peak. From 2000's with rise of Pawan Kalyan, Mahesh, Jr. NTR, Prabhas and Allu Arjun, Ram Charan the run in theaters has been cut to two to three weekends and the collections during those weekends.
As they increasingly followed Rajnikanth style of making less movies per year to safe guard that one or two films and their market craze, the growth in the market did not rise corresponding to the rise in their popularity.
Once, if Chiranjeevi's Mega Blockbuster collected breached 10 crores mark then top heroes market used to be close to 10 crores and the next level used to rise to 5 crores for Tier-2 heros as the run of the film used to determine its final gross.
So, a Srikanth film like Pelli Sandadi could run for 150 days in major centres while its total gross was close to 10 crores on a budget less than 1 crore. This means the entire Industry could grow with one film breaching a big mark.
During that time, big stars aimed for 15 crores mark while their super hits aimed 10 crores and averages 6-8 crores mark and disasters 4 crores mark. The budgets and remunerations never crossed the minimum guarantee that is 4 crores mark!
Later 15 crores, 20 crores and 25 crores were breached by big blockbusters in 2000's. From Pokiri and Magadheera the style has changed and we see big stars or Tier-1 targeting 100 crores market with every film and next level is not even close to 23-25 crores!
Every star hero from Tier-1 is aiming 150-170 crores, if they get a blockbuster as Baahubali films showed there is such market. But while their aim is 150, they are unable to breach 100 crores consistently. There is no disaster safety net.
Even Tier-2 stars like Nani, Vijay Devarakonda, Varun Tej, Sai Dharam Tej, Naga Chaitanya, Nithiin, Sharwanand don't have minimum guarantee safety nets. So producers have to bet on them hoping to recover the budget from sources other than theaters, which again varies with film.
Now the situation is that a Mahesh film with average word of mouth can comfortably cross 85-90 crores range but an average Nani film can only guarantee 20 crores.
A blockbuster word of mouth, Ram Charan film can breach 125-130 crores mark like Rangasthalam and a disaster can still cross 50-55 crores like Vinaya Vidheya Rama.
But a Varun Tej film even though it could breach 80 crores mark like F2, when it had festival advantage and a senior star like Venkatesh, blockbuster word of mouth, is not sure of a 40 crores mark as his next Valmiki bet is around 25-30 crores range due to a disaster like Anthariksham 9000kmph.
The equation is simple now, either you be a Tier-1star to make above 50 crores films constantly or be a Tier-2 to make 20 crores. So, on an average is our Industry strength 25 crores or 100 crores? At this vast difference can any young Tier-2 hero think about Tier-1, soon?
