Why Kabali is targeted? Why not them?

Apparently two newcomer distributors Praveen and Krishna have brought "Kabali" rights for two Telugu states for a whopping 30 crores. Since then, a big distributor and dubbing movies specialist are said to be trying to hold the release.
Reports are coming that these big distributors are holding talks with Telangana Distribution Council to stop release of Kabali as they lost 7 crores in Vikramasimha and Rajni's family didn't paid back the money though they promised to do so. What are these so called Vikramasimha distributors doing when Lingaa released?
"Back then, these distributors are scared of Linga producer Rockline Venkatesh who is a very powerful guy, but now that we're just upcoming distributors they are trying to trouble us", said Kabali distributors speaking to leading newspaper Deccan Chroncile.
They have planned massive 1000+ theatres release for Kabali in two Telugu states.
