Lok Satta Chief Comments On AP 3 Capitals
By: Tupaki Desk | 21 Dec 2019 10:01 AM GMTThe panel in Amaravati committee headed by GN Rao said that Visakhapatnam will be the executive capital from where the secretariat will function and will also have the chief minister's office, while Amaravati will be the legislative capital and Kurnool will have the high court with one bench each at Amaravati and Visakhapatnam. The summer session of the state assembly could be held in Visakhapatnam and monsoon session in Kurnool because the climate in Amaravati would be too hot in summer and it would be flooding there during monsoon.
Lok Satta founder Jayaprakash Narayan has in principle welcomed the proposal of Andhra Pradesh government to extend the State capital to three areas. The proposal might satisfy people in different regions but it would not lead to decentralisation of administration. True decentralisation would happen only when people need not come to the Chief Minister and the capital city for their work. The capital city would be different from the megacity. Secretariat, legislature and government offices should be allocated in 2000 acres and the remaining thousands of acres could be utilised for developing Amaravathi as a mega capital.
