Dubbing Movies Release: Who Cares Rules?

In the past few years, Even leading Production Houses have been releasing Dubbed Flicks. 'Gang' was released by UV Creations for last year's Sankranti. This is why no Producer is able to find fault with the release of 'Petta' even after the controversial comments.
The other day, Producers Prasanna and Ashok Vallabhaneni held Allu Aravind, Dil Raju and UV Creations responsible for Theatre Mafia in the Telugu States. They complained about the shocking number of Theatres 'Petta' managed to get despite being a Rajinikanth-starrer.
Blaming 'Aa Nalugu' has become a habit for Directors and Producers who were unable to get screens up to their expectations. Theatres will be allotted as per the craze for a movie. Among the Sankranti release, 'Petta' is releasing with least expectations. Then, How could any Producer expect it's release to be on par with VVR or NTR or F2?
Such controversies wouldn't surface if the Influential People in the Industry follow the rules strictly. Hope, This present issue could be an eye-opener!
