When HC can order CM to keep the promise

Going into details, when the Covid entered the country and left a devastating impact on one and all especially for the poor and middle class people, the Chief Minister said that rents of the poor will be taken care of by the government.
However, the promise was not fully implemented. Following this, a person has moved the Delhi High Court along with the video clippings of his press conference.
Hearing the petition, the High Court observed that the promise made by a person who is of Chief Minister's stature cannot be broken unless it has a valid and strong reason for not implementing it, the court said.
The sensational orders were given by Justice Pratibha Singh. The promise made by the Chief Minister in regard to the payment of the rents should be done as soon as possible, the honorable Justice Said.
The High Court's remarks in this case are highly appreciable. A person holding such a big position should keep his/ her words.
As the Court said, the Chief Minister should implement a promise he made, the question of what about the Prime Minister's promise is widely discussed.
The discussion is going on over the Special Category Status to Andhra Pradesh. The state was divided without a proper capital as Telangana was carved out of erstwhile Andhra Pradesh including Hyderabad, a developed city.
When the state was divided by the previous government at the Centre, Manmohan Singh, the then Prime Minister of India said Special Status will be granted for AP for a period of five years.
But the election result came as a rude shock to the Congress and BJP came to the power. It's been seven years, but the announcement was not implemented.
Even Narendra Modi announced that Andhra Pradesh would be given a special status to help the state develop like the other states. But in vain.
Earlier, a few activists have moved the Supreme Court in regard to the Special Status to Andhra Pradesh. However, the top court said it can't interfere in the issue.
The main question is if a High Court can direct a Chief Minister to fulfil his promise he made, why can't the Apex Court do the same.
On several occasions, the Supreme Court had taken suo-motu cognisance of a few issues. Why can't the Apex Court pull the Centre and issue directives as the High Court did?
