Why Tollywood is facing such issues under every government?

The previous chief minister of Andhra Pradesh, YS Jagan was very restrictive of the Telugu film industry and he imposed such regulations that the ticket prices were locked at ₹10, 30, 50. He was very strict with his measures against the film industry for a brief period of time.

The primary cause of concern here is that the film industry and its representatives showed no interest in meeting with Jagan despite his big win in the 2019 Andhra Pradesh election.

The fact that the Telugu film industry representatives did not take the time or occasion to meet the chief minister resulted in him, taking strong measures. The argument made by Jagan was that Andhra Pradesh is contributing significantly to the film industry, and it is only legitimate that they pay it back.

The industry was shocked by this incident, then, and they immediately responded by sending a delegation, including Mahesh Babu, Prabhas, and Rajamouli to meet YS Jagan. But just when everyone thought, this would be the end of story that is not to be the case.

The new NDA government also appears to be very frustrated with the method of operations of the Tollywood industry. Same can be understood from the fact that deputy chief minister Pawan Kalyan, who is an actor himself, expressed his dissatisfaction with the film industry, not coming out to voluntarily meet the government representatives in the last one year.

Every time there is a change in Andhra Pradesh government, the natural expectation is that the film industry would send its representatives to meet the men in power. But Tollywood is lacking behind in this aspect and are having to pay the hefty price for the same.
