Once a surplus state, Telangana is now in a dire economic strait. The state government is suffering from acute fund shortage. If highly placed sources are to be believed, even for a bill of Rs 1 lakh, one has to get approval from the Pragathi Bhavan.

The situation has come to such a pass that even for the GPF, medical bill reimbursement and leave encashment, the employees are being made to wait for the last year-and-a-half. The government has put a stop to all pending bills. Even small amounts are lying pending for the past several months, an official said on condition of not revealing his name.

Another huge problem these days is that even the passed bills are lying pending as CM KCR, who has to okay them is in home quarantine in faraway Erravelli farm house. Several contractors, who have been issued tokens, are waiting for the release of money. Rs 1300 crore worth of bills pertaining to 12751 gram panchayats have been lying in the treasury for want of funds. As a result, works like Harita Haram, Prakruthi Vanams and Vaikunth Dhamams have come to a grinding halt.

According to an insider in the government, over 11000 cheques are lying pending and their total worth is said to be of the order of Rs 19000 crores. The panchayat raj department, which has taken tractors on loans from automobile dealers for Palle Pragathi programme, is unable to pay the EVMs. It is being reported that the cheques given to the automobile dealers have bounced.
