Shocking allegations against Heritage

A Consumer has leveled shocking allegations against Heritage Diary in Tamil Nadu. He accused it of cheating the consumers by delivering less quantity of milk than what was mentioned on the packets.
Srinivasan, a native of Mysuru in Krishnagiri District of Tamil Nadu, bought two 500 ML milk packets from a Heritage outlet on Saturday. After noticing that one of the packets have less quantity of milk, He measured them using a weighing machine. That's when he found out that the 500 ML packet have only 420 ML milk in it. When he questioned the Owner of the Heritage outlet about it, He was informed that the packets were delivered from Karnataka and he can't do anything about it.
Now, Srinivasan is planning to approach Consumer Forum to seek action against Heritage for duping the people. What kind of explanation Heritage Foods would offer to counter the allegations?
