An Insult to National Flag in Giddalur

Painting the cement base, to which the National Flag pole is inserted, in tricolor itself is an unpardonable mistake. What made it look even worse is that People in respectable positions had placed their foot on the base. None other than Giddalur MLA Ashok Reddy, MPP K Vamshidar Reddy and Tahsildar Vijaya Lakshmi have been involved in this crime.
As per Prevention of Insults to National Honour Act 1971, Anybody who insults Indian tricolor shall face 3 years imprisonment or fine or both depending on the severity. What explanation does the Local MLA offer for his disgraceful act?
