AP Gets 44th Rank! How Did That Happen?

In the latest survey of United Nations, Andhra Pradesh attained 44th Rank in the happiness index in the country. Last year, This Southern State stood at 74th spot.
Planning Secretary Sanjay Gupta briefed CM Chandrababu Naidu about the UN Survey. He informed Krishna district managed to get First Rank in the happiness index in the state.
How come AP improved 30 spots in just an year, That too when all the Leaders including CM Chandrababu Naidu has been making a hue & cry over injustice happened to AP? It's been said that AP had even improved it's rank in the Sustainable Development Index.
United Nations seems to have prepared the report based on Government Reports rather than understanding ground realities. Everyone has been complaining about the corruption levels, lack of funds for development and people's issues in AP. Then, How can it improve the rank by 30 places within an year?
