CM Vs CS: What Happens In Cabinet Meeting?

Ever since the Election Schedule was announced, Situation in AP is like CM versus EC & CM versus CS. In such an atmosphere, Caretaker CM Chandrababu Naidu is getting ready to hold a cabinet meeting.
Chief Secretary LV Subramaniam made it clear TDP Government can't conduct Review Meetings when there is Election Code. He even directed Officials not to attend the Review Meetings of CM and Ministers during this phase.
LV Subramanian created a sensation by saying Chandrababu Naidu doesn't hold any powers as Caretaker CM. Naidu responded seriously on this comment and decided to conduct Cabinet Meeting for planning the next move. While Officials have been saying CM can't hold Cabinet Meeting when there is Model Code, Babu questioned how did EC allow Centre to hold four cabinet meetings when there is Election Code.
Chandrababu Naidu isn't happy with the appointment of LV Subramaniam as AP Chief Secretary by EC for 2019 Polls. LV has been maintaining distance from CM even since Naidu called him a co-accused in Jagan DA Case. CM complained that CS wasn't reporting to him about any development happened in the state. He is miffed with the setting up of committee over TTD Treasure transportation controversy and pointing out the flaws in allocation of funds by Finance Department. What would AP Cabinet do to curtail the domination of CS? Will CS implement the Cabinet decisions or ignore them citing the Election Code?
