AP HC asks why is CBI Unable to arrest NRI

During every hearing, the High Court is asking for the progress the Central Bureau of Investigation(CBI) made so far.
The High Court asked the same question while hearing a petition in connection with the case. Placing the question before the central agency CBI, the High Court expressed its severe dissatisfaction with an accused who is uploading new videos criticizing the judiciary.
Advocate Ashwini Kumar had filed a memo in the case which was heard by the High Court. During the arguments, the High Court asked the CBI what efforts the agency made to nab Punch Prabhakar. It is also said that Punch Prabhakar’s name was not mentioned in the charge sheet filed by the CBI which made the High Court angry.
Giving a reason for not being able to arrest Punch Prabhakar, the advocate representing the premier investigating agency Central Bureau of Investigation(CBI) reportedly said that Punch Prabhakar is an NRI and needs special permission from the Union Government. An application has been filed and we are waiting for the response, the CBI said.
As a response to the comments made by advocate Ashwini Kumar that Punch Prabhakar is using various tools to upload the videos against the judiciary, the Andhra Pradesh High Court sought a response from YouTube on its efforts to block the views for the videos uploaded by Punch Prabhakar.
Adjourning the next hearing to the 21st of next month, the High Court had issued directives to YouTube to file an affidavit and the CBI was directed to file a counter-affidavit in the issue.
YouTube was repeatedly warned by the High Court on multiple occasions in connection with the issue. Recently, the High Court even warned the microblogging site Twitter to abide by the law of the country, or else the social media giant had to shut the operations.
The case on the posts made against the judiciary has been going on since last year. After the High Court was not satisfied with the Andhra Pradesh Crime Investigation Department, the case was handed over to CBI. A few arrests were made already.
