Stop the Coffer Dam of Polavaram: Centre

Union Water Resource Ministry sent a Letter to AP Government asking it to stop the construction of Polavaram's Coffer Dam. The Ministry is of the impression Polavaram Project doesn't require coffer dam.
Centre expressed the doubt whether there is the necessity for Coffer Dam or not for a project like Polavaram. A committee has been constituted to pass a judgement in this matter. The Panel formed by National Hydro Power Corporation (NHPC) will visit Polavaram site and submit a report to the Centre.
Upon receiving the Letter from Water Resource Ministry's secretary Amarjit Singh, Engineer-in-chief of Polavaram Project ordered Authorities to stop the works of Coffer Dam.
What are Coffer Dams? These are Dams which are constructed in front & after the Actual Dam to divert the water flow at the time of floods.
