Why Chandrababu & Galla Jaydev were in shock?

The death of infant at Guntur General Hospital on Wednesday due to rat bites in the Intensive Care Unit has been a disgrace to the AP Government. After regional & national media covered the news extensively, AP Chief Minister Chandrababu Naidu and Guntur MP Galla Jaydev expressed shock over the unfortunate incident.
Chandrababu Naidu: "Shocked & deeply disturbed after learning that a baby boy died after being bitten by rats in Guntur Hospital".
Galla Jaydev: "I'm shocked to hear about the death of an infant at GGH due to rat bites. I've called for a mtg tmrw to review the situation. This is unacceptable. I will do everything in my power to ensure this does not happen again. My sympathies to the family".
The Chief Minister suspended three officials in connection with the incident. A secretary-level inquiry has been ordered and report is expected to be submitted within 48 hours. A stern warning has been issued to the officials that such incidents shouldn't recur.
