Why CBN asks Rich People to plan more Children?

It was on January 21st last year, He asked people to ditch 'one or none' rule while launching the Smart Villages campaign. Again on April 21st this year, He endorsed Population Growth during the announcement of Government sponsored Health Schemes.
At the event for Child Nutrition held in Vijayawada Yesterday, AP Chief Minister expressed concern over the low population growth. He said, 'Family Planning Campaign 'One or None' which was promoted by Government earlier doesn't make sense anymore. Rise in aged people in the country, alike China and Japan, is a worry. While poor prefer 'one or two norm', Rich would opt for 'one or none. Rich People should consider having more children'.
As per latest Census, The birth rate in AP stood at 17.5% and population is growing at a rate of 1%.
