Polavaram: Rs 13000 cr Spent, Rs 39000 cr Required!

Is it really possible to spend as much as Rs 39000 crore in 15 months & complete a massive project during that period? At the snail pace with which the works have been done, The project mayn't be completed anytime soon.
After conducting an inspection, CM Naidu said Rs 13,000 crore were already spent for Polavaram. The amount spent so far include Land Acquisition, Rehabilitation and Resettlement. 'Only Rs 3,350 crore were released by centre for Polavaram since it was declared as national project in 2014. Centre need to release Rs 3,850 crore immediately. We have already spent Rs 6,000 crore out of Rs 32,000 required for Land Acquisition, Rehabilitation and Resettlement. The actual cost of the project will be Rs 15,000 crore, of which Rs 7,000 crore had been spent so far. The revised estimates are being processed by the Centre,' he told.
