Did Modi denied appointment for Babu?

Buzz in political circles is that Prime Minister Narendra Modi has been denying appointment for AP CM Chandrababu Naidu despite many attempts.
If the reports are true by any chance, TDP Supremo wished to meet Narendra Modi ahead of PM's US Tour by using his attendance for NDA's Presidential Candidate nomination. When PMO enquired what's the reason behind seeking appointment, Naidu conveyed it's for a political discussion. Following which, AP CMO got to know that PM was too busy to issue an appointment.
Though Handlooms Minister Atchannaidu was supposed to visit Gujarat for Textile India summit, Chandrababu Naidu himself decided to represent AP upon knowing that Modi will be participating in it. Unfortunately, He was denied appointment of PM here as well.
Was Modi really in such a situation that he can't grant appointment for a CM of Babu's stature? or Is it a deliberate attempt? That's a big mystery for now!
