Who Will Bear Rs 200 Crore Burden?

Although Navayuga agreed to complete the works for old prices, There is a twist here. If the workload increases, Additional amount would be paid as per old rates.
Initially, AP Government projected the cost escalation could be Rs 1,500 crore. But now, The Ruling Party claims the burden is just Rs 200 crore and presents the reduction as it's achievement. Who will bear this extra burden - Centre or State?
Nitin Gadkari had earlier informed Centre willn't be taking responsibility for cost escalation of Polavaram Project. Which means, State Exchequer might have to take care of the expenses. This isn't gonna help AP which is already in a crisis in any way.
