China's uncontrolled Long March 5B-rocket to fall on this Indian city?

The United States Space Command said that the Chinese Long March 5B rocket is out of control and will fall onto the earth. The Space agency said it has been tracing the movements of the Chinese rocket.
Jonathan McDowell, an astrophysicist at the Astrophysics Center at Harvard University, said that the Chinese Rocket might crash on the national capital of India Delhi.
'I don't think people should take precautions. The risk that there will be some damage or that it would hit someone is pretty small - not negligible, it could happen - but the risk that it will hit you is incredibly tiny. And so I would not lose one second of sleep over this on a personal threat basis,' Jonathan McDowell said.
As per his observations, Mr. McDowell predicted that the Chinese Rocket might fall on Delhi. McDowell is known for tracking and cataloging satellite orbits. The Chinese Rocket weighs nearly 23 tons and will be as high as a 10-story building.
Contrary to McDowell's observations, experts believe that the rocket might fall into oceans or deserted places as the out-of-control rocket has been changing its direction as it is nearing the Earth.
The Long March 5B rocket was launched from China on April 29 from Hainan island. Within hours after its blast, the Chinese Rocket witnessed some issues which eventually emerged as an out-of-control situation.
