Confusion Over KCR's Promised 50000 Jobs

Though Telangana CM KCR has announced to issue a notification for 50000 government job vacancies, there is lot of confusion about the modalities. There is uncertainty over how the Government will go about it.
The Government, which filled no posts for the last six years, was rudely jolted when it lost both Dubbak and the GHMC. One of the main reasons for the party's dismal performance was the piled up anger among the youth, especially those unemployed. They were deeply unhappy over the Telangana Government failing to fill the vacant government posts.
Realising this, KCR had announced to issue a notification for 50000 jobs. But, there are indications that this could run into legal difficulties. The biggest dilemma is whether to issue the notification on the basis of old zonal system or the new one. The old zonal system is based on 10 undivided districts. In the new system, the zonal system would factor in the 31 newly-carved out districts. This will alter the local quota.
Though a section of the bureaucracy claims that despite the new zonal system there a three-year window for the older zonal system and that the notification could be issued on that basis, there is no unanimity. Also, a strong section feels that the notification should be issued in the last year before the next assembly elections so that the beneficiaries do not forget.
