Did Governor Endorse AP Govt's Stand on Decentralization?
By: Tupaki Desk | 7 March 2022 10:09 AM GMTThe Andhra Pradesh government led by Chief Minister YS Jagan Mohan Reddy faced a hammer blow with the High Court ruling out that Amaravati should be developed as the capital city and the flats for the farmers should be developed in six months. While the Amaravati farmers celebrated the news, a common doubt had raised among the public on what the government will do now.
The Budget sessions that had started earlier today answered what the government will do in the issue. Andhra Pradesh Governor Biswabhushan Harichandan had endorsed the decentralization idea and said that the overall development is possible with only decentralization.
With the Governor talking about decentralization while addressing the Houses before the budget sessions, the experts feel that he had endorsed the government's stand on the capital issue.
He spoke about the decentralization days after a few YCP leaders made clear that the government is bound to decentralization of development which can be acquired only with three capitals.
A few leaders went a few steps ahead and asked how can the court say that the Assembly has no power to enact laws. One leader made many heads turn by saying that the court is considering only a few issues and leaving the rest.
All these developments are giving birth to an opinion that the government has not left the three capitals issue and it might make some or other effort in this regard.
The AP Government should either implement the High Court orders or question the same in the Supreme Court. Despite knocking on the doors of the Supreme Court, there is no guarantee that the SC might give good news to the Andhra Pradesh government.
On the other hand, the Union government is also giving contrast statements on the capital issue. On multiple occasions, the Central government said that it has nothing to do with the capital issue as it falls under the purview of the state.
Having said that, the Union government had released funds for Amaravati. Even the BJP leaders in Andhra Pradesh are unable to take a clear stand on Amaravati. Though they are supporting the farmers, they are unable to make the farmers get support from the Delhi leadership.
