Did LK Advani target Narendra Modi?

LK Advani said Emergency could repeat at any time in India as forces which are a threat to democracy have become more stronger in the country. "Commitment to democracy and other aspects related to it were lacking," he added.
These comments were seen as a direct dig at Prime Minister Narendra Modi. Adding fuel to fire, Delhi CM Arvind Kejriwal tweeted: "Advani ji is correct in saying that emergency can't be ruled out. Is Delhi their first experiment?".
During 1975 Emergency, Indira-led Union Government jailed Opposition Leaders and imposed severe restrictions on Media. Will those scenes repeat again?
