Did Venkaiah Target Chandrababu?

Governor ESL Narasimham passed orders offering the Assets listed in the 9th Schedule of the AP Reorganisation Act 2014 to Telangana. This development took place only after the formation of YCP Government in AP. Why it was delayed for 5 years?
Vice President M Venkaiah Naidu commented: 'We have been appealing for it since 5 years but that didn't happen'.
Actually, AP Government could function from joint capital Hyderabad for a period of 10 years. Then CM Chandrababu Naidu decided to shift base to Amaravati in a hurry after being caught red-handed in the cash for vote scandal. Although several government structures were empty since then, TDP Government refused to handover them to the Telangana Government until the distribution of remaining assets. This situation has only led to the friction between AP and Telangana Governments in the past 5 years.
The comments of Venkaiah Naidu gives a feeling that Chandrababu Naidu should have adopted a give & take policy to settle inter-state disputes. YS Jaganmohan Reddy is now showing the right path when it comes to dealing with such matters.
