Why Hero Dileep can't be Prime Accused?

The Special Investigation Team (SIT) reached the conclusion that Hero Dileep is the main conspirator of Actress abduction and molestation in February this year. However, They were unable to name him as prime accused in the charge sheet due to lack of evidence. He is likely to be Accused No.8 out of 11 suspects in this sensational case.
Charlie, an accused in the case, is reluctant to offer any statement that could help Cops frame charges against Dileep. He was the one who had given shelter to the prime accused Pulsar Suni & co-accused Vijeesh in Coimbatore after the crime. Investigative Sleuths suspects Dileep's role in the change of stance by Charlie. Hence, They are going to charge the Actor for influencing the witnesses.
Already, SIT moved Kerala High Court for violating the provisions of conditional bail by speaking with witnesses in the case. He was also accused of influencing few employees of the fashion store Lakshya, run by his second wife Kavya Madhavan.
Dileep obtained bail in the 5th attempt after spending nearly 80 days in prison. He received a grand welcome when he walked out of the prison. Upon receiving bail, The Actor penned a letter to Kerala Government accusing Police Department of conspiring against him and even sought a CBI probe.
