Indians might get Green Card easily from now

According to country-specific quota, Indians (with 7 percent) have less chance than Nepalese and Pakistanis in getting Permanent Citizenship in US. But, That's gonna change with the RAISE Act.
As per Reforming American Immigration for a Strong Economy (RAISE) Act, Young, Highly Skilled and those who speak English fluently will be favoured while issuing Green Card. Permanent Citizenship will be awarded based on Points attained by each Individual. Applicant with a US-based Degree could attain more points.
Good Education:
US High School Diploma/Foreign Equivalent: 1 Point
A Foreign Bachelor's Degree: 5 Points
US Bachelor's Degree: 6 Points
A Foreign Master's Degree in STEM Fields: 7 Points
US Master's Degree: 8 Points
A Foreign Professional Degree or Doctorate: 10 Points
US Professional Degree or Doctorate: 13 Points
Priority based on Age Factor:
18-21 Age Group: 6 Points
22-25 Age Group: 8 Points
26-30 Age Group: 10 Points
31-35 Age Group: 8 Points
36-40 Age Group: 6 Points
41-45 Age Group: 4 Points
46-50 Age Group: 2 Points
Below 18 & Above 50: No Points
English Proficiency:
100th Percentile Proficiency: 12 Points
90th or Above Percentile Proficiency: 11 Points
80th to 90th Percentile Proficiency: 10 Points
60th to 80th Percentile Proficiency: 6 Points
Below 60th Percentile Proficiency: No Points
Points based on the Individual's Job Offer in US:
If the pay is at least 150% of median household income: 5 Points
If the pay is at least 200% of median household income: 8 Points
If the pay is at least 300% of median household income: 13 Points
