Election Commission made it clear Model Code of Conduct comes into force immediately after Assembly is dissolved prematurely. This prevents either the Caretaker TRS Government or Central Government from announcing any new schemes and projects for the state. Even Caretaker Ministers can't take part in the foundation stone laying ceremonies and project inaugurations during this period.
Government Resources can't be used for unofficial works. In addition, Official Programmes can't be linked with Election Campaign.
Model Code Of Conduct rules will be applicable from the date Assembly is dissolved till the formation of New Assembly post Elections.
Recently, IT Minister KTR took part in the launch of second phase of Hyderabad Metro Rail project. Opposition brought this incident to the notice of Election Commission. And hence, EC came up with an official announcement on Election Code.
