Why Govt is reluctant to blacklist Rolls Royce?

Russian Firms such as MiG Corp, NPO and Rosoboronexport had made secret payments to accounts of companies controlled by Sudhir Choudhrie and his family members.
Even after the allegations of secret money transactions, Indian Government decided not to blacklist Rolls Royce. Defence Ministry confirms CBI and ED would continue enquiry into the allegations on Sudhir Choudhrie. However, It maintained that Centre isn't going to stop dealing with Rolls Royce for now.
India has entered into billions of dollars worth deals with Russian Companies and Rolls Royce over the years. The engines of Rolls Royce have been used in Indian Jaguar fighters, Avro planes, VVIP Embraer Legacy Jets, C-130J Super Hercules, Hawk AJTs and Others. Indian Air Force is keen to have Adour Mk.871 engines of Rolls Royce.
