Are AP Ministers Getting Due respect?

If the media reports are true, Officials haven't been taking Ministers seriously in Andhra Pradesh why because they are of the feeling that there is no harm to them despite protocol violation.
Recently, Invitation for Home Minister Nimmakayala Chinnarajappa was sent through post. Even HRD Minister Ganta Srinivas Rao faced similar situation. Endowments Minister Manikyala Rao was denied invitation for reviewing Sarannavarathri in Vijayawada. Though these things came to his notice, CM Chandrababu Naidu issued a warning but didn't take stern action on officials for violating the protocol.
Whereas, Telangana CM won't let even a fly to touch his party Lawmakers. He isn't hesitating to take appropriate action if there are any lapses and even IAS Officers haven't been spared. He is backing the Lawmakers who made headlines for all the wrong reasons.
Administration will get affected if Officials don't take orders seriously or offer due respect to people in power. How did Naidu miss this key point?
