DGP permits Common Man to kill Criminals

Haryana's Director General of Police (DGP) asserts Common Man have every right to take law into his/her hands and kills criminals. He preaches that law permits individuals to take the life of an individual if someone misbehaves with a woman or tries to kill anyone. This could be done even if somebody tries to destroy an immovable asset.
Mr.Singh asks Common Man to know about his responsibilities and react whenever an offense takes place in his/her presence.
The Top Cop made these comments after group clashes led to the death of four people in Utavad village of Haryana. He seems to have defended the person, who is suspected to be a suspended cop, for opening fire to take the situation under control.
Usually, We don't see a person of DGP stature making such statements in the presence of public. How would Haryana Government react to the Top Cop's open call?
