Why HC Issued Notices To AP Speaker?

On Tuesday, Petition moved by YSR Congress MLA Alla Ramakrishna Reddy seeking disqualification of MLAs defected to Ruling TDP came up for hearing in the Hyderabad High Court.
Advocate Ponnavolu Sudhakar Reddy argued on behalf of the petitioner. He brought to the notice of High Court over the inaction from Speaker Kodela against the defector MLAs since the past two-and-a-half years.
After the arguments, High Court issues notices to Speaker asking him to file counter within three weeks. The next hearing has been reserved until then.
Over 20 MLAs of YSR Congress shifted loyalties due TDP's Operation Akarsh. Four Legislators out of them have been inducted into the TDP Cabinet. How could an MLA won on the ticket of Main Opposition be made Minister by the Ruling Party? TDP Government didn't bother to pay heed even though YCP threw many challenges such as resignations of defector MLAs and by-elections.
