How Congress Plan On Migrant Labourers Failed?

The Congress wanted to hog the limelight and get all the positive publicity it could when it said that it would foot the travel bills of the migrant labourers on their way back to home. But, the BJP outsmarted it when it said that the Centre would bear 95 per cent of the travel cost and the State has to bear the remaining 15 per cent.
This stole the thunder from the Congress. The Congress did not do anything afterwards. Much cajoling later, the party said it would bear the remaining 15 per cent cost. But, instead of giving the same to the migrant labourers, it gave a cheque to the State governments. In fact, only the Congress-led governments were chosen for this dole. This amount, it now appears, has not been used for the purpose intended. The State governments, especially the Congress led ones, are pushing the migrant labourers from their states to the borders of the neighbouring states. For instance. Maharashtra pushed its labourers into Madhya Pradesh. The Rajasthan government has pushed its labouers into UP.
As a result, the Congress did not get any mileage from its statement that it would bear the cost of the labouers travel to their native states. Now the Congress leaders are not even talking about it anymore.
