How Jagan Kept 3-Capital Proposal A Secret?

How could AP Chief Minister YS Jagan pull of the impossible job of keeping the proposal to have three capitals for AP such a secret? How is it that no YSRCP functionary was able to get wind of it? How Jagan could ensure that information did not lead to anyone about the proposal?
These are the questions that are being debated hotly in the political circles ever since Jagan made the announcement about three capitals on the floor of the Assembly. It is said that just five people knew about the proposals. YS Jagan and key ministers and one party functionary knew about it and they ensured that there was no leakage of information. They wanted to make sure that no MLA or Minister or leader gets wind of the proposal and use this prior information to buy lands in the proposed regions. In fact, this was what has happened during the Chandrababu regime. Several TDP biggies had advanced information about Amaravati being made the AP capital. So, they purchased huge chunks of land at throwaway price. Jagan did not want to give any scope to anyone. After the proposal was made public, there was visible disappointment among the YSRCP leaders as they had lost a golden opportunity to buy lands in the proposed capital areas in Kurnool and Vizag.
Now there is a possibility of real estate picking up in these two areas. The land prices are going to shoot up in these regions. But many people are very happy with the way YS Jagan has kept things secret and did not allow anyone to have prior knowledge of the proposal.
