Is India turning weak year by year?

Corruption is touching the peaks in India. As per the reports, few Crores of rupees are going to change hands during the 2014 elections. With the increase in black money, development activities all over the country are diminishing.
Clear cut example for this aspect is the Submarines fleet of the great Indian Navy. As per the statistic, Indian Navy is considered as the best in case of strength but the Submarines they are using are dated back to few decades. Recently, few Submarines encountered blasts in India and the reports revealed that they are quite old.
This is just an example and analysts are citing several examples mainly in the field of defense. Lots of differences are being observed in the equipment Indian soldiers carry compared to the ones US or Russian soldiers have. Looks like, India is turning weaker year by year as the black money is touching the skies in the nation.
