Who Demanded Bharat Ratna For PV?

Congress Leader K Jana Reddy appealed Prime Minister Narendra Modi to honour former PM late PV Narasimha Rao with Bharat Ratna, which is the highest civilian honour in the country. In fact, The T-Congress Leader wrote a letter to Modi to place this request.
Jana Reddy recalled PV Narasimha Rao was an economist, reformer, political chanakya and great writer. He pointed out, 'Not only did PV served as Minister in State and Central Cabinets, He was the Chief Minister of United Andhra Pradesh. Reforms brought by him during his term as a PM from 1991 to 1996 helped India achieve a remarkable GDP Growth. He made vast contribution during his six decades political career'.
The Senior Politician told he is seeking Bharat Ratna for PV Narasimha Rao on behalf of the Telangana People.
Why didn't Congress Party offer Bharat Ratna for PV? Forget about the honour, The National Party hadn't even performed the last rites of former PM in a right manner. Jana Reddy should have placed the same request before UPA Government during 2004-2014.
