Difference Of Opinion Among JFC Members

Jayaprakash Narayan opined State Government needn't disclose details about the funds offered by the Centre. 'Responsibility of the Centre is to offer funds, It's up to the State Government to decide how they should be utilized. JFC condemns Centre seeking details of fund utilization from State Government,' he told while addressing the media.
Whereas, Former Chief Secretary IYR Krishna Rao didn't agree with the views expressed by JP. He made it clear State Government has to submit utilization certificate mentioning how the central funds has been spent. 'Funds offered by Centre need to be spent only for the certain programmes. Thereafter, UTC has be provided,' says the Former IAS.
